When it's on, you're recirculating the air within the cabin of your vehicle instead of pulling in fresh air. Recirculating the cooler air is much easier to cool down than a lot of new, fresh hot air passing through your car.

Bonus: Reducing Pollutants in Heavy Traffic

According to Chris Moses' Facebook post, he says you can also cut down on the pollutants and carbon monoxide entering your vehicle by 20% when you use this mode, especially when you're stuck in traffic. I have no scientific data backing this up, though, it would seem to make sense.
