The Calcasieu Parish Sheriff's Office issued a press release today in reference to an Arrest made in a case of a beating of 3 victims in early January.

Calcasieu Parish Sheriff’s Office was called out to two separate incidents where a baseball bat was used in the beating of two juvenile boys and a man.

The investigation revealed on January 3, two boys, ages 15 and 17, were picked up by Tonya Boulay Rushing, 33, 2861 Dunne St., Sulphur, under the guise of having the boys babysit for her. She brought them to a secluded area in Edgerly where two men dressed in military camouflage and masks, who had been following them, forced them out of the car at gunpoint. Scott R. Melancon, 25, 1207 Ravia Rd., Lot 15, Sulphur; and John W. Billiot, 26, 2324 Royal Oak St., Apt. 4, Sulphur, then made the boys remove their clothes down to their boxers and had them get on their knees. Melancon hit the boys with a baseball bat while Billiot stomped them with his feet. They were threatened with the gun several times and Billiot fired a shot in the air to scare them. When the three adults left, they took the boys’ clothes and cell phones. The boys were able to walk to a home in the area and call for help. They were treated at a local hospital and released.

In a separate incident on January 15, the investigation revealed Melancon and Billiot were taking an acquaintance from Sulphur to Texas to meet with his sister. But instead they exited off I-10 at Starks and stopped in an empty field where they removed the acquaintance from the car and he was ordered to get on his knees. Melancon and Billiot beat him with a baseball bat and caused injury to his eye area and his jaw along with numerous lacerations to his face. When they left the scene, they left the victim unconscious in the field.

When the victim regained consciousness he managed to walk to a nearby house where an ambulance was called and transported him to St. Elizabeth’s Hospital in Beaumont where he was treated and released after a couple of days.

Deputies determined both of these incidents were motivated by personal vendettas.

In the first incident which occurred on January 3, Rushing was charged with 2 cts. aggravated battery; 2 cts. armed robbery; 2 cts. simple kidnapping; and 2 cts. contributing to the delinquency of juveniles. Melancon was charged with 2 cts. aggravated battery; and 2 cts. armed robbery. Billiot was charged with 2 cts. aggravated battery; 2 cts. armed robbery; and 2 cts. armed robbery with use of a firearm.

In the second incident which occurred on January 15, Melancon was charged with aggravated battery. Billiot was charged with attempted 2nd degree murder.

Melancon was booked into the Calcasieu Correctional Center on January 31. His bond was set at $130,000.

CPSO detectives have warrants out for the arrest of Rushing and Billiot. Billiot has a distinctive tattoo across his neck that appears to read “RANDI.” He has been known to carry a firearm and is to be considered armed and dangerous. Billiot has an active parole violation warrant for absconding.
